Error messages at DMV website

Hi GroupI have a neighbor who is trying to reach the CA DMV. She is getting messages like: "performing a TLS handshake" to Request Rejected, "Secure connection failed." "The connection to the server was reset while the page was loading." "The page you are trying to view cannot be shown because the authenticity of the received data could not be verified. Please contact the website owners to inform them of this problem." They have tried this with 3 PC's, 2 ipads, 2 phones and 4 different browsers. ​Here, Next door, everything works normally.
Appreciate any ideas you might have.

These types of messages are common when there's a firewall involved and something is being blocked.
