The error log calls out the specific reason:
    Code:
2024-04-24 16:28:59, Error SYSPRP SysprepSession::Validate: Error loading action XML file C:\Windows\System32\Sysprep\ActionFiles\Generalize.xml, XmlException message: hResult = 0x0, Line = 177, Position = 115; End tag 'assemblyIdentity' does not match the start tag 'registryActions'.

Something mangled a few lines in Generalize.xml. Maybe the XML Cookie Monster ate it?
    Code:
    175 <sysprepOrder order="0x3800"></sysprepOrder>
    176 <registryActions>
    177 version="10.0.22621.2706" publicKeyToken="31bf3856ad364e35" processorArchitecture="amd64" versionScope="NonSxS"></assemblyIdentity>
    178 <sysprepOrder order="0x1A00"></sysprepOrder>

It's your sysprep. I don't know what really happened, but something trashed the XML between lines 175 and 178.

Since there's a serious integrity issue, I would start over with a clean image and redo your work. There's no way to tell how much is missing, a short segment or a longer one. But once it's corrupted, I wouldn't trust this image.
