My Live Linux Mint is on a bootable SD card.
An ISO file, either Windows or Linux, can be downloaded freely.
How hard would it be to make an entry in GRUB to boot from the USB flash drive?
Very hard for an idiot like me.

That is a very good idea, just wish I knew how to tell Grub to do that. That may be the solution to all this.
I read in Dell's forum a guy was having the exact same problem.
Someone in the forum said they needed him to boot into "legacy" mode. They said then the computer will "see" the thumb drive. This one is not seeing the thumb drive.

What happens if you select "Add Boot Option"?
Have you tried disabling Secure Boot?
I've got the same BIOS in my Dell Laptop. Select Add Boot Option then takes you to a screen with a list of physical boot devices. You would select the USB flash drive. Then it wants to know the file on that device to boot from. The file on the USB flash drive would be \efi\microsoft\boot\cdboot.efi
Let me get a screen shot of when I click on add boot option, I'll be back in a few. I think I've tried to disable secure boot, I've tried so many things.

One of your photos shows "Secure Boot ON". You have to turn it off.
