Obviously that would be a large highly-subjective list but I like installing the free VLC [videolan.org] to play movies/videos and activate the Windows Media Player for audio [Tutorial on this forum, I like its Rip better]. I also install the free LibreOffice. Or in other words, it all depends upon what the user wants or needs.
After creating your user account, then as early as possible create your first disk image. Macrium Reflect (free-paid) + large enough external storage for disk images.
Start keeping a simple record of changes, and periodically create a differential image (free version) so if something goes wrong, you can retrace your steps.
Enable System Restore, and use the tutorial to create one daily on schedule. Great when they succeed in restoring.
Plan where your data is going to be... not on C: - on another disk or partition as much as possible.
Details of programs to be installed are secondary to the above.
