I'm going to inst/rep my windows 10 insider preview.
Trying to download from:
Download Windows 10 Insider Preview Advanced
Signed in with my MS account.
Download gets to varying points and stops with:
Windows 10 Insider Preview couldn't be downloaded. No reason.
Tried it on a different PC with same result.

I am able to download it via that page. No issues here (Chicago area).
It's easier, however, to download it (or any other IP version) via the following script file (.html).
Download the following file from my Drive:
Win10-ISO-Version-Downloader.7z - Google Drive
Unzip it to any folder and simply run the .html file (click and it will open up your browser). Select the version you want from the drop down list (it's all of the IP versions so you need to scroll down all the way to the bottom for the latest). You will see the following info below in your browser (pic below). Just download whichever one you wish. Save the .html file for future use.

I'm getting Build 17127 now from this link, may be same as posted by the OP:

Edit: Should have mentioned Build 17686 is current.
