I usually can get everything set up in about 2 hours or less depending on how much of a rush I'm in at the time. As for the upgrade it took about 30 minutes or less to go from 10162 to 10166.. I didn't time it but it was rather quick..but YMMV as usual.

A clean install is pretty quick if you sign in with an MS Account after a couple reboots and all your settings are synced practically immediately, with the exception of a few reg tweaks.
Usually 20 - 30 minutes for me.
I'll install programs as I need or want them.

I have all applications (executable files) in a flash drive so I don't have to download them each time. It takes about the same amount of time to set the settings page (fully friendly user) and install default apps: 15-20 minutes.

I have all my applications on a separate HD & USB Drive which speeds things up, but it's still takes time to reconfigure the OS to how I want it plus install all the software that I use; certainly more like a morning's work.

Testing 10166 Installer Second Attempt online

It takes 15 minutes! I just did a second clean install using Rufus 2.2.668. No error with the installer. One error on post installation: Lost the Settings Page 3 times during setup. The page disappears from the desktop each time. The resolution was OK. Many errors under Windows Update: See screen-shot. Intel Graphics and Media Control Panel is on board but it shows failed.
