Windows Installer error 1719 After Windows 10 upgrade

Keep getting this to happen when upgrading systems.
    Restarting the service doesn't work
    Registering the service doesn't work.
Don't have a WOW64 entry in the registry and adding it does nothing.
Copy the MSIServer reg key from a working system, and still the same.
    Did SFC /SCANNOW, same issue
    Did DISM /online /cleanup-image /restorehealth, same issue
Path is set to system32/msiexec.exe /V
Changing path to syswow64/msiexec.exe /V does nothing.

Did notice something weird though that I really cant find, the MSI service does stop each time I attempt to install anything.

Me too. MS is absurd. Their crap update has the nerve to remove Private Firewall and now I cannot install any software because their update sucks.
