The error message could be more informative, that's for sure. I'm not sure if the upgrade affects activation for Enterprise? I don't think so, but MAK and VL installs can do weird things on an upgrade.
Very true.. these obscure errors are even more cryptic in the event log... not sure how the MS support people (as clued-up as they are) are supposed to help with that.

In-place upgrade gets a generic MAK digital entitlement (for me anyway), when going from a Win 10 MAK on a previous build.

My apologies. Definitely in the wrong forum.

It looks like you're trying to use the Windows 10 upgrade tool from the website. That tool is only available for Home and Pro editions.

Windows 10 Version upgrades are, essentially, all new editions that perform a complete "upgrade install". They are not merely service packs or cumulative updates.

How are you trying to do upgrade, exactly? The Media Creation Tool will not upgrade the Enterprise Edition, its an unsupported edition as far as it is concerned. You need the 1607 Enterprise ISO to do it manually. Either by mounting the ISO and running setup.exe, or by creating install media from the ISO file. The obvious question is, why are you running Enterprise? I ask because it's not a consumer OS and only available via VL.
Here's something odd. As I said I could not upgrade - or perhaps I should have said "update" - my Windows 10 Enterprise version 1511 to version 1607 using either Windows Update from the Settings screen (doesn't seem to see the 1607 as available) or the Windows 10 Update Assistant ("Operating system error..."). I observed this on 2 workstations in our office. However, yesterday my laptop, also running Windows 10 Enterprise version 1511, notified me there was an update available. It installed version 1607 with no hiccups.

So I'm scratching my head why the update to the laptop went without a hitch whereas the other workstations do not appear to recognize that an update is available.
