Can I resell Windows 10 license OEM?

The only Notebook I can't Upgrade over Win7 is a Dell Latitude D810, no drivers available for the Radeon X600 video adapter. As for the Tiles, the list is quite customizable, can remove them or add to them using Pin to Start. Just have to remember they get added to the bottom of the list but can be dragged up the list. Pin to Taskbar is good but could get crowded, I gain more room with using Show search icon instead of Show search box.

    ^Yes, it was a clean install of Windows 10 on a new system.

    "program errors ,I would do a full reinstall win10 to start over ,a new"

    ^Already been done a month in, didn't change anything. Problems with programs are...

    Pinnacle Studio 9 - Used this for 10 years with WindowsXP but not compatible in Windows 10.
    I had a bunch of video files (mpg) captured on my old PC. When I first loaded them on 10 they would playback no problem (in Media
    player or Films and TV) but after trying to install Studio they refuse to playback.
    I thought I had made a mistake on the file extension settings and that's when I downloaded a fix to the scn file extension from the tenforums...but still the video clips will NOT play.
    That is when I did a complete re-install of the OS but installed Studio a second time , same problem, then...
    - I un-installed the program completely
    - Deleted then Reloaded the videos fresh from my storage drive but still to this day, these files will not play.

    Wondershare Filmora - I found this great video editor online and it worked great on my sisters 2008 MacBook. I also works on my Win7 refurb PC...but in Windows 10 as soon as I make one cut it gives me "Microsoft C++ Runtime Error!".
    Removed my graphics card, re installed program on Hard Disk instead of SSD. But same error (on both versions 7.3 and 7.5.)

    VideoPad Editor - C++ Runtime Error when I loaded the first file.

    Virtual DJ 7.4.7 - In "Rip Vinyl" option, I get error in DirectX Sound Driver!

    Atomix MP3 - Error in file search tool. Can't remember the details.

    Google Chrome - Installed first thing and after a few weeks just refused to start up. Guy at store said the same thing happened on their display models. Is this Microsoft trying to force everyone to use inferior Edge browser...?

    All of these programs work on either a 2008 MacBook or Win7 PC (Studio 9 only works in XP mode) but in Win10 it's one error after another.
    Could there be a hardware issue at fault here?

    I'm not personally using any of those programs, so I can't advise on that. I'd be contacting the vender who soled you the PC with your issues. They are responsible, if those programs were preinstalled. If you installed them after the fact, the onus is on you.

    Pinnacle Studio 9 appears to date from circa 2004. Are you aware that "XP Mode" on Windows 7 is XP running in a VM (virtual machine)? You could do the same under Windows 10, but you'd have to install the VM yourself, and come up with an XP license. It'd be easier to upgrade Pinnacle Studio to a version that supports Windows 10, like the current version (19.5) Surprisingly, Version 9 seems to qualify for an upgraders discount. (The most expensive version, Ultimate, is $130US without any discounts.)

    Believe it or not, but Microsoft does not maintain OS compatibility with all Windows software through four or five major OS updates. (Vista, 7, 8, 8.1, and 10.) It is up to the third party software vendor to patch or upgrade their software to work with newer versions of Windows. The software vendor is under no obligation to offer those patches or upgrades for free.

    These forums are intended (IMHO) for people seeking help or providing information. Complaining and innuendo, not so much. I'm unaware of any Microsoft people reading this particular forum. If you seek sympathy, expect to be disappointed.

    I didn't necessarily expect XP programs to run on Windows 10 but the point was that trying to install it should not permanently render those video files un-playable. I uninstalled the program completely so any changes should have been undone IMHO.
    This is not complaining or innuendo and I don't know why you'd think I want sympathy?

    I've just listed some of the problems I've had with my new machine and it would be helpful if someone could tell me if it is Windows 10 or some issue with my hardware? Perhaps these programs are not compatible with DDR4? They work fine on older machines with DDR3.

    I don't use any of the programs mentioned except google Chrome, and it works fine on my 3 computers with win10 ,as for those other old programs ,may be its time to get latest versions of them ,that will likely be compatible with win10 .having said that it might be cheaper to buy a Copy of Win7 instead

    Pinnacle Studio is now up to version 19.5.
    Pinnacle - Movie Editing and Screen Recording
    Looks like it was purchased by Corel some time ago.
