Can I install Win 10 on my new Surface Pro using CD & external DVD?

Other Info: This is a FULL MS Win 10 on a Intel Compute Stick. I plugs into the HDMI port on the back of the Samsung Smart TV Using a USB Hub, an external DVD drive, Backup 240GB SSD drive, & USB dongle for Keyboard, mouse pad.
