usb boot from restart vs recovery options in control panel

when attempting to install win 10 from a usb drive is there a difference between restarting the pc with usb as first in boot order in bios

vs in win8.1 control panel recovery options advanced options using it to restart and boot from usb devive.

when i restart my usb drive is not starting to install win10 it just starts up normally. when i use the recovery option and restart i get a boot error. what is the difference? any help to install win 10 using a usb drive is appreciate

I was reading your other thread too,
try a 'boot to usb once' option; restart with usb plugged in, at restart press Esc then choose F9 for boot menu.
