To be fair ... it's more of a matter of support for old programs than the OS itself ... there's a lot of carry over with an upgrade and there are a lot of programs that were updated to run on Win8 and Win10. The upgrade install does not change old 3rd party programs - it sets compatibility.
Agreed. I've seen this especially on upgrades of W7, more so than W8. Clean installs have resolved every single issue I have come across.
