Windows PE always loads into ram
then since it is being used for windows setup - it loads the files needed for windows setup..
Basically that boot.wim was customizied for windows setup

If you where to load a standard PE - PE loads and run the DOS command shell

If you load WinPESE - PE loads and starts the custom SE shell

If you load a Macrium Boot disk - PE loads and then runs the Macrium program shell

WinPE is very customizable - PE is the boot environment - the Shell PE runs after loading is what is customized

why would it be ? CD/DVD would use same boot files...
Windows setup would use the same files..

So the question now is > What CD are you talking about ???

As windows setup media will not fit on a CD...

If what you are saying about how the CD is booting - then the CD contains the standard version of WinPE ( ADK Version)

Windows Preinstallation Enviroment (WinPE) is how the PC boots... Period....

What happens after that depends on what WinPE was told to run after booting the PC....

I was talking about the standard CD of Windows PE 10.x, created by Windows ADK 10.x .

Using only Windows ADK 10.x, someone is able to create a standard CD of Windows PE 10.x 32/64 bit with the system diagnostics and memory utilities (32/64) fully-working on all types of firmware of a computer? If so, what is the proper procedure to create this CD?

as that is the customizations that YOU would have to add the standard PE image....
