This seems to indicate that something doesn't match - either version (home/pro) or bitness, or language...
However, if it failed when using the media creation tool, then this means nothing, because that should have downloaded the proper ISO.

This sounds to me like the installer is unable to modify the boot config and a boot rebuild may be in order? Is this system an upgraded W10, or did it come this way? (Sorry if you already gave us that info...)

Googling this error I found this:
I am really shooting from the hip here. This is way more work than anyone should have to go through for an upgrade.Turns out this wasn't an issue with the Windows 10 installer, but from some corruption of the locale files in my EFI partition (EFI\Microsoft\Boot\{xx-XX}). I was able to resolve the issue by doing the following:
- Boot into the Command Prompt via System Recovery Option
- Use diskpart to mount the EFI partition
- Run CHKDSK /f on EFI partition
- Restore the bcd locales using bcdboot c:\windows /s j: /l en-us
