First I've heard of an Enterprise version of 10 IoT? It's not listed on MSDN either. All I see there is IoT Core. Enterprise versions of Windows, other than trial versions, are usually only available to corporate customers anyway. I think its planned but not released yet.

That Dell download is firmware image/update for a thin client. I don't think it will be of much use to you. What is your ultimate goal? Why do you need IoT Enterprise? Just curious? What type of hardware are you wanting to install it on? Are you running any Windows 10 IoT devices now?

As an example, the Raspberry Pi version you download and run on your PC. It then installs the utility for imaging your Micro SD card. You run that from your PC, image your card, then put your SD card in your Pi and boot it up. The Pi download is specific to the Raspberry PI and won't work on any other hardware.
