As an example, the Raspberry Pi version you download and run on your PC. It then installs the utility for imaging your Micro SD card. You run that from your PC, image your card, then put your SD card in your Pi and boot it up. The Pi download is specific to the Raspberry PI and won't work on any other hardware. There are different images for different devices. https://dev.windows.com/en-us/iot

I don't think there is a public free download for that version. Everything I've seen, even on official Microsoft sites, only refers to its existence, but there are no links for download. Even on MSDN all I see listed is IoT Core. There is a Windows 8.1 Embedded though on MSDN. You may have to contact Microsoft and inquire. You may need a license for that version, which would explain why its not easy to download.

We have been researching this for quite some time and it's very frustrating that Microsoft isn't more clear about it.
IOT Enterprise is the same bits as windows enterprise LTSB however the iot Enterprise was intended for OEM partners only to deploy on systems with specific hardware. We are still waiting for more information about this from Microsoft as we deal with many vendors and need to direct them to the right place to get iot enterprise with the hardware they are buying.
