Most unlikely - especially if it's un upgrade -- remember you need a large space for windows.old (which you can delete after installation).
During the install windows need to load its files as well.
I'd suggest the MINIMUM sensible size partition you could get away with even with very few applications will IMO be around 55 GB.
Running with compressed file systems can reduce this to about 25 - 30 GB - but honestly why bother -- HDD's are Cheap enough and it's easy enough to clone / copy HDD's / partitions to new drives with FREE software such as Macrium.
