Either way, in any application, you must OPEN the ISO to burn the image contents on DVD. Do not just put the ISO file on the disk, it doesn't work that way.

Of course this function opens the img file and everything is on the DVD and is readable. I don't know of any other way to burn an image to disk using Nero.

Might try CDBurnerXP. I no longer recommend ImgBurn as some antivirus/antimalware programs block it due to ads in it.
I don't extract .iso files, just use the burning program to create a disc from the image, don't have to make it difficult.

I tried to create the boot disk with Plop boot manager and I can boot to the CD, but all I get is the boot menu and I cannot select a boot option.

Plop Boot CD gives you a custom boot menu which allows you to boot from hard disk, CD-ROM, USB, network and any other bootable device detected in your system. It is used to replace BIOS own boot menu in old computers that cannot boot from USB or other devices. See picture below.

In the picture you see Plop Boot CD running in a virtual machine. Use the arrow keys to highlight the boot device and ENTER to boot from it. First thing to try is boot from CD-ROM. Remove the Plop Boot CD and put Windows 10 DVD in the drive. Then highlight CD-ROM and press ENTER to boot from it. If this doesn't work, create a bootable USB Flash drive with Windows 10 setup and use Plop Boot CD to boot from it (select USB).

I got the same boot screen but then I am unable to scroll through the options and select to boot from DVD or USB. Is it possible the re were some files missing? What files do I need to burn for Plop to work?

If you have a USB keyboard it may not work in pre-Windows environment. To fix that, enter BIOS (usually pressing DEL when you switch on the computer) and see for any USB options. Enable legacy mode for keyboard.

I tried the USB options but it won't do anything. I also tried to boot from USB but there is no option for a USB stick, just USB CD ROM and USB ZIP drive. This is a 2006 Abit MB. If I use a standard keyboard with the round plug, will it work?

Yes, PS/2 should work OK. Try that. Just remember to connect the keyboard at the blue/purple socket and the mouse at the green socket. If you connect at the wrong socket it won't work.
