    Just do first
    sfc /scannow

    Dism /Online /Cleanup-Image /RestoreHealth

    copy and paste from here if it helps make sure goes in right.
    Not sure this is going to solve your issue with these commands, it's worth the try first before the upgrade again.
    Try how it is outlined and use the ISO, as i also linked ISO tutorial here in past post.

    Don't put the sfc in the command. In the same admin command prompt run Dism /Online /Cleanup-Image /RestoreHealth
