Hi, how you get to specify the boot device and access your BIOS can be dependent on your manufacturer/motherboard/BIOS.
For example, I cannot specify the boot order of my custom laptop, a bit of a shock when I discovered this by consulting the manufacturer, and to boot from my DVD I have to press F7 (specific to my laptop) to see the boot devices. I then have to select from the list.
So I suggest you check with your manufacturer, or a forum specific to your PC.
I've been having this issue on my HP desktop for the past month and a half. USB won't work and I don't have a disk yet so I've just been stuck in tech purgatory for a while. Feel like I'm kinda invading this thread here but people have apparently given up on mine and I need some help bad.
If you need a DVD, you can download an iso file for whichever version of Win 10 you need and burn a disk.
