    Windows 10 installation stalls

I am attempting to install W10 through USB drive. However as I go through the setup steps, at some point the mouse will start lagging and the setup goes stuck. I don't know if it's a memory problem since I have 3gb of RAM. However if the PC is turned off for a long time the setup tends to continue longer though eventually it goes stuck.

Be honest - when was the last time you cleaned your computer?

Your symptoms are a sign that your computer (CPU, probably) is over-heating due to the stress of the installation.
CPU's turn themselves off before they get too hot so they won't get hurt!

I'm guessing that you normally use your computer for non-resource hogging applications.

Of course, this may not be the reason that the installation won't complete, but if you download a utility that displays your computer's internal organs, you may find that it's pretty hot and nasty inside there.

Run SPECCY and let us know what you find out in there...

    Let me guess...
Windows 7 on a CD drive (very slow!) and Windows 10 on a flash drive (very fast!)

I hope you find the answer you're looking for. Good luck.
