A GT 1030 isn't especially old, and it ought to be fine for 4k. GeForce GT 1030 | Specifications | GeForce
It supports HDMI 2.0, which is needed for full 4k support.
As far as I know, there are no comparable low-power cards in the current Turing line. The GTX 1650 needs an auxiliary PCI-E connection.

Genarel advice: don't spend more upgrading an old PC than the PC is worth. on eBay, an Inspiron 3847 is $50-$200US.

Look for the sticker on the PSU.
So this is an Inspiron, not an XPS?
IF your monitor is not 4K forget it. However, the video output can be connected to a 4K TV in most cases.
Have you looked at Costco for a new system?
I think I will just wait awhile then get a new PC, over 6 years with this one, stretch it to 7 maybe, that is pretty good I guess
