Just out of interest, which image app are you using, and does it happen with third party applications such as irfanview or XnView as well ?
Most odd I would have thought that if windows says a photo is so many pixels by so many that is what it must be. I have tinkered using Photoscape to alter various images to 2560 x 1440 and all display the border.
Yes, really unusual. Is your DPI Scaling Level for Display in Windows 10 set to 100%, or are you using a custom scaling ? Anyway keep us posted if you figure out your display problem.
