For those, like me, that could not use the posted solution. Try searching for and downloading the full/manual install for KB3081424 from Microsoft (about 150 MB). It fixed the issue for me.
KB3081424 was issued on Aug 5th, 2015. Many newer cumulative updates had been released since then.
I doubt KB3081424 will be applicable to the current Windows 10 10586 version.

The problem arises when you do a reset/restore (as I did). No Settings button, no access to Windows Update via "Update & Security," etc. No automatic Windows Updates were occurring. Troubleshooting link found no issues to fix. Running KB3081424 fixed all including things such as not being able to "Personalize" the desktop. Then Windows 10 went and grabbed the rest of the missing updates. Thought it would be nice to have a second alternative...

So I did the Windows 10 upgrade (WOOHOO!) Everything went smoothly during the install. As I was checking out the start menu I clicked on the little Settings cog in the lower left. All that happens when I do this is a super quick flash of what I assume is the settings window. Its there and then its gone. I also tried right clicking on my name and picture and the top and hitting change account settings. Same thing happens. Anyone have any clue whats going on here?

Maybe related: Many of my programs wont set as default, such as chrome and a few games want me to allow permissions EVERY time I open them.

    Please help! :) Thank you.

Here is a very simple way to do it.
Just find a way to connect to internet. you can use a modern, PAN(personal Area connection) using Bluetooth, using LAN or any other to connect to internet without using wireless connection(Because with this problem some features of the Wireless connection can not work properly)

This will need patience of course, you need to wait(recommend connection when your schedule for your computer updates are set). The computer will automatically download updates and it will ask you to shut down so that the updates are installed. Please respect your computers request when it asks you this !
After it updates and restart, you are good to go. Open settings and enjoy using your Windows 10.

This doesnt need you to be a geek... :)
    Hope it helps
