I don't usually reply to these but I made an account just to help you guys out. Ok so I just upgraded from 7 to 10 and my first issue was my Ethernet not working. I tried everything to fix it. The solution was to use uninstall internet drivers, reboot, connect to wifi, download Ethernet drivers, install... Oh wait then there's an error. File System Error (-1073741819) To fix this error, I logged into another user account with admin privileges. It took longer than usual to set up, however once it did I was able to instal the Ethernet driver (make sure it's the windows 10 version). Then I rebooted, logged on to my main account and the file system error still occurred. I miraculously found the answer which was to RIGHT CLICK ON DESKTOP -> PERSONALIZE -> THEMES -> THEME SETTINGS -> Windows 10 theme. This somehow fixed all my problems and I hope it helps you guys. Tell me if it works is love to hear from you guys!!

    File System Error (-1073741819)

The fix for this is to simply change your Sound Scheme to either "No Sounds" or "Windows Default."

No need to turn off UAC. (You really don't want to do that anyway.)

After doing this, all of my normal admin functions came back. I could even change the UAC slider and save the change.

This was a truly odd (and frustrating) problem! My hats off to Arbiter for discovering that the Sound Scheme was the culprit. :)

I did a little further investigating and found that changing the Sound Scheme to Windows Default worked, too. Turning off UAC and leaving it off didn't sit well with me.

I created a new account in Windows 10 set as Administrator, logged into it and looked to see what Sound Schemes were available. Guess what.... only 2 choices; No Sounds and Windows Default. The couple dozen Sound Schemes listed in my main account were not there at all.

Echorus stated that the fix for him was to change the desktop theme to Windows 10. I checked this out, too. When you change the desktop theme to Windows 10, it also changes the Sound Scheme to Windows Default.

So that appears to be the fix right now. Hopefully MS will fix it so we can use the other Sound Schemes.

Finally a fix for this. I have been having popup problems in Chrome and then tried to run anti malware programs for it. They wouldn't open. I also have tried to add apps to chrome. That still isn't working, but that may fix when I run the chrome tool not that it runs.

Arbiter, thank you, that worked for me! I just disabled system sounds, and it worked; very odd, I must say.

I've seen issues pop up with Windows 7 users primarily, so I wonder if the Windows 10 just has issues with it?

I had done it, but nothing ... There is Sound Scheme to "No Sounds" but the "File System Error" continues...

I had this same exact issue, but Arbiter's post worked for me as well. Thank you, Arbiter.

They *really* need to fix this. It's annoying as hell.

Hey there, glad you got the issue fixed, but in case the OP's method doesn't work for others, go to your "Sound" settings by searching in the search bar, navigate to the "Sounds" tab on the settings popup, and set your sound scheme to "No sounds."

Afterwards, you should be able to run administrator programs or anything that requires being an admin.
Change your UAC to the lowest security, and set your sound scheme back to what you want, and you should be able to continue to have a sound scheme while being able to run programs as an admin at the trade of UAC being disabled.
    Hopefully MS sees this issue.
Thanks a lot, it worked for me
