Definitely the home version does not change the Display language!
My laptop is in Dutch and although I can set English as my default language, the Windows software remains in Dutch.
Upgrading to PRO would give me only stuff I don't need. (domain connection etc)
the price difference between Pro and Home in Win& is about 40 Euro's
upgrading Windows 10 will be 99 Euro....
a bit odd
I will roll back to Win7, upgrade to Pro and than upgrade to Win 10 again.
Microsoft, bad policy, but we can't make complaints with a free upgrade :)
I don't know if this is relevant but i had a similar problem,i am in UK but my programs/menus toolbars etc were in Swedish i added language pack for UK which made no difference at all....but i found a solution, click add language and in the bottom left there is a location link click that,when it opens it will have a region option click administrative once there change system locale to whatever,mine was set to Swedish for some reason once i set it to English (united kingdom) and saved i done a restart and everything was as should be all my index's/ programs/toolbars etc etc are now in English not Swedish....

Its all because of your language priority/preferences, easy to solve in win10.
Go to Control Panel/Clock, language, and region/Language...
then just move your preferred existing languages (or add the one required) up or down accordingly, should then default to this.
Check your windows app menu and see after

I don't have a solution for you, but Windows 10 Home is fully capable to Add languages, install language packs, as well as change Display language.

P.S. I had to use United States as country/region because Cortana will not work if I use Canada.
