I think you'll agree that all in all the picture is on the wall. It's about 85% finished, yes? Although they could, I doubt they'll make any major UI changes. It's been a boot-to-Desktop-screen-oriented OS since the first build. The desktop screen is where both Win32 and Modern Store RT apps displayed and windowed, unlike 8/8.1 where they have their individual screens, although one could have split screens/dual monitors displaying both in 8.1. That's one of the great features of 8.1 IMO.
For the most part I think they're pretty much finished fashioning the new Modern Start menu as a mixture of Start screen and All apps screens. It's just miniaturized attempting to appease both camps. Those that don't care for the Modern tiles can eliminate them. Those that do can use tablet mode for full screen.
I see they've made some additions to the All Apps column with the recent updates. They may tweak it some more in coming builds and/or updates. All in all it resembles the traditional Win32 Start menu except that it's Modern. A lot of users most likely will not notice.
