    Well I restarted my computer, it is no faster. It still takes over 10 seconds for this stupid machine to completely shut off and restart.

    I realized why it takes me so long to restart my computer. I am dual booting Windows 10 with Linux Mint 17.1 and I have to go through a GRUB screen to choose which OS to boot into.

    I don't think that the goal of this is to clean up space and not improve boot or shutdown speed.

    Maybe your right. But I really wanted to get rid of those old files anyway and I figured it my speed up my restart time. I restart my computer everyday, it is just a habit.

    CCleaner will also remove it. I've used it the past few times and it works very well.

    I delete the old files and I've never noticed a speed increase. It just purges old things.

    In that case see if the free program Malwarebytes FileASSASSIN or Unlocker may be able to delete it.
    @kuyenmotdivad

    Were you able to delete it using either program?

    Had to do a fresh install of Windows 10, not going to use a 3rd party Antivirus now till 10 is final. Anyone else noticed in Windows 10 10030 there's no more permissions on files like with Windows 7 is it a new feature or was it included with 8?

    There are still permissions - What I've seen is that they don't display on the first window, you can see them if you press the edit or advanced button

    I'd call that a bug in 10.0.130
