How do I unlock vedatamodel.edb to make a copy?

I understand the menu layout is located in C:\Users\<<username>>\AppData\Local\TileDataLayer\Database\vedatamodel.edb
However, I cannot copy it (to make a backup / snapshot) while I am logged in.

    The error is:
The process cannot access the file because it is being used by another process.

How can I get it unlocked to copy?
