    If memory serves.....
When you have an app on the screen, and it's maximized, that means it's taking up the ENTIRE SCREEN. You can't click on the taskbar that's not there.
Leave your taskbar showing all the time and you won't have the problem. Eh?

If you have it set to auto-hide it should pop-up when you move the cursor to the bottom of the screen. In 10130 auto-hide is not working correctly.

It's not fixed in 10134 either. It works fine until I left click the start button, that's when it gets stuck in the open position, and like you, I have to restart explorer to get it fixed. If I run a program from the task bar it works, if I right click the start button it works, if I click on any item on the bottom right of the task bar it works. It only freezes open after left clicking start. We'll see what happens with the next build.
