You might have solved your problem, but I just had the anniversary update. The next time I turned on my computer I got a black screen with the circling dots. This went on for several hours. I dug for information too, and saw a one-liner about unplugging USB devices. The very second I unplugged my Logitech Wireless Mouse; Win10 booted and gave me the logon screen. No mouse of course. Power shut down and rebooted to BIOS to see that my USB's had been put to sleep. Activated them and booted again. After Win10 was fully loaded, plugged mouse into USB and Win10 did a driver install. All good so far. I cannot imagine most people will know their USB's were shut down and were locking them out Win10. What kind of update does such a thing? How do they expect a normal person to fix it? Well, if you have something plugged in a USB port and cannot boot Win10, try unplugging it and resetting the USB in your BIOS.
