Maybe somebody could at least fix the disappearing vertical scroll bar on the apps list.

Hi, do you mean the one that only appears when your pointer is over that area? I guess that's trying to show that's when it's applicable. If you move your mouse to the left of the menu, there's nothing to scroll there. Likewise the vertical scroll bar for the tiled region is only visible when you mouse over that. So at least the behaviour of these is consistent.

After that, it's whether that design choice appeals to you. If not, you could use a 3rd party start menu..

It's part of the Microsoft culture to implement changes because they know better than users how users can best do their work, without any avenue to turn off the option. The latest maintenance changed our shared folder machine at the church where I geek to turn password protected sharing back on. I don't really know how Microsoft developers know how I work. Oh, yeah, the Win 10 install defaults to send a copy of just about everything one does to Microsoft.
Everybody implements changes as they seem fit on their products, not only MS or even SW developers, that's nothing new. I don't think I have many products I didn't customize to at least some extent. Cars extensively, toasters not so much.
I'm not satisfied with Start menu either but I adapted it to my (almost) satisfaction. Problem would be if customization was impossible because only than I would have to go with what exactly was presented.
