Cannot pin any items to Start

Build 10061, clean install. Had issues with Start Menu and Search not working at all but disabling Radeon Mobile GPU and switchable graphics in BIOS, using the onboard Intel HD GPU only they both work now without any other issues than the one mentioned in the title: I simply cannot pin anything to Start.

The option is there when I right click any Start Menu item, it's just that nothing happens when I select it:

Pinning to Taskbar works but the items cannot be pinned to Start. The Start layout reset as told in this tutorial does not fix the issue. I was suspecting my relocated Users folder might have something to do with this (I have sysprepped Users to E:) but I am quite sure this is not the culprit because I do the same on all my Windows installs and all other machines, both physical and virtual work as they should.

I would appreciate any comments and ideas.

I had the same problem; they showed up on a reboot.

Mine do not. I have certainly tens of reboots on my belt now with this machine, in a few days it has already become a habit for me to check the pinning after each reboot.

Is there a folder that holds the pinned Start Menu items?

If yes, what happens if you manually place shortcuts in it?

In my first install I had nothing but trouble with Start. Items wouldn't pin, blank tiles were showing, most programs wouldn't open...

The only way I found to fix it was a clean install and now all's fine.

I'm already on my third clean install on this rig. I might try the fourth one...

See if disabling "Prevent users from customizing their Start Screen" Group Policy has any affect.

Cannot pin any items to Start-pinstart-b.png

I think this is an older setting (due to the Start Screen reference) and will probably have no affect, but it's worth a shot.

A very good tip, sadly that was one of the first settings I checked, it's not enabled meaning users can customize the Start Screen.

You might also want to check the Security tab on C:\ProgramData\Microsoft\Windows\Start Menu - things are changing as MS moves Windows closer to the cloud (for instance, Security is fully qualified domain\user and libraries are no longer defined in .libraries files - my guess: to facilitate OneDrive sync.

Cannot pin any items to Start-pinstart-c.png

There's a link named Start Menu in C:\ProgramData (target: C:\ProgramData\Microsoft\Windows\Start Menu)

You might also want to check security settings on your personal Start menu in %AppData%\Microsoft\Windows\Start Menu

Cannot pin any items to Start-pinstart-d.png

And check the corresponding Start Menu link in %USERPROFILE% (target: %AppData%\Microsoft\Windows\Start Menu)

After writing this using vars, I think it might be worthwhile checking your environment variables too.

Thanks! I checked disable and rechecked Not Configured. Then run gpupdate, SignOut. Now I can Pin to Start.
    Thanks again.
