Apps box (bottom left toolbar) and Cortana visible, not responding

    Apps box (bottom left toolbar) and Cortana visible, not responding


    In the bottom left is an "apps" looking box, the microsoft four square icon, that should be clickable to lead to what used to be the start-up menu, and also shows apps. Both this and the Cortana circle and message are visible, but neither respond to clicking. So, for example, I can't access "Settings", or any feature that is not already pinned to my toolbar.
    I installed W10 about 3 days ago, and this was working. Suddenly today it isn't. I tried "hard reset" by pushing the off on button (can't find any other reset or start button), but the same thing is happening on the restart.
    Help most appreciated.

    Also the Windows icon key on my keyboard does not do anything. Is it supposed to?

    Yes on mine when I press it, the tile app opens
