How to open computer management from recovery mode MS-Dos promt only

Hello, I'm trying to open computer management window from MS DOS command prompt only. I'm not sure how to do it. Please help? Let me tell you a little bit about what I'm trying to do maybe you can help me better. When I log into windows it asked me to be online and use my online password. I didn't want that so I want to disable it. So I went into computer management user account service and set a password in there (wish I didn't). When I reboot I enter my online password and windows gets stuck at the welcome screen just loading forever. How can I change it or remove the password I put in user account service?

Good news.. 2 ideas for the future:
    1. Get a 3rd party partition manager; create a bootable medium. Minitool has a free boot CD. Giveaways are quite common for such tools.
    2. As a precaution, use disk imaging and update it. This also allows you to recover quickly from Windows corruption, viruses, hard disk failure, ransomware..... even user mistakes and provides a file/folder backup. Macrium Reflect free + boot medium + external storage is often recommended.
