    Number two can be skipped, you can hold Ctrl and use arrows right away just have to push first arrow up or down twice.

    Correct, you need to get the highlight onto Most used, then the menu can be resized.
    Most likely, the menu is to far to the right(depending on where you have placed your taskbar), so the up arrow first, places the selection highlighter on Most used, then you can pull the menu to the left, revealing what's underneath.
