User settings changed and programs not opening in Windows 10

    What happens if you left click at Start button > left side, click Settings > click Update & securities > right side, click Check for updates button ?
    Do you see green dots running left to right ?
    Will it start to download updates afterwards ?

    It shows me a list of updates and then when I click on download updates I get this screen that stays there.

    I also cannot get into file explorer as I get this message

    That message is strange because my computer is not bound to any domain and is not on any Homegroup so I don't know why it shows

    I have disabled automatic updates, could that be the problem?

    OK I did that and restarted but still has the same message. Is there a registry issue that I need to sort out?
