Thank you very much this user is working fine everything is Normal. Where do I go from here ? Do I back up my files from my old user then delete the account and create an additional user ? If so how do I do so ?

I remembered the scans did say there are no corrupted files so I'm assuming it's safe to back them up and the problem was my user was corrupt .
What can I do to avoid this issue again ?

Yes, you can copy over your user data files such as photos, documents, music and videos from the old user account to a new user account. Not really sure what causes this kind of corruption in the user account, so can't really say there is a good way to prevent it.

Cortana doesn't work and I can't right click on the start menu
This is symptomatic of a problem I witnessed on someone else's computer a few months ago. Win10 was more recently out at that time, and one solution provided by Microsoft was executing a rather complicated Powershell command line.

Now I hope doing "Start-up Repair" as indicated in the video will resolve your issue. Of course since you can't start the settings panel in normal mode, you will have to do this in safe mode, where it will start hopefully...

EDIT : Oops, I didn't notice this was solved. Forget my post then ! :)
