Computer Won't Stay Shutdown After Windows 10 Upgrade

Completed the Windows 10 upgrade on a Intel/Gigabyte based Desktop computer.

Following the upgrade, the computer will now not shutdown correctly from the Start Menu. The system will power off for about 5 seconds, then immediately power back on and boot back into Windows.

    - Putting the computer into sleep mode exhibits the same behavior
    - Disabling Fast Boot has no effect
    - Disabling Wake On LAN has no effect
    - All available Windows updates are installed
    - Updating the Intel Management Engine driver has no effect
    - Holding down SHIFT while clicking the shutdown button does work. But I can't give our client only that as a solution.

    Right click on start
    Click command prompt admin
    Type sfc /scannow

This will check for and repair corrupt system files that could be preventing shutdown

System File Checker found no issues.

In the meantime, I've also updated the BIOS, LAN, and Chipset drivers. No change in behavior.
