jlv: if you have other software on your system, like, PowerDirector, or some other media-playing software, which has the ability to "mount an ISO", that will overtake the in-built Windows Mount function. When you right-click on the ISO file, you would see some selections from that particular media software; one of them would be something about mounting the ISO.
If that doesn't work, you can download 7-zip, which has the ability to do this. You can go to this video and watch starting at about 21:35 to see how to extract ISO files using 7-zip:

Then just copy the files to your flash drive.
Okay. Last night I found another laptop that also has Windows 10 and was able to MOUNT the file. I then copied the Windows 10 ISO file and pasted into my USB stick. I assume it went over okay. There was about four file folders and about 4 more files on that download. I copied all of them over onto the USB stick.
This morning I plugged my USB stick into my laptop with the black screen of death. It started up and said "MIssing operating system". I rebooted the laptop and made sure the boot sequence was set to USB drive first. I then rebooted again and I still get the same message "Missing operating system".
Any suggestions about what to do now?
Here is what is on my USB stick from the files I MOUNTED and copied and pasted: The first four are folders.

efi
sources
support
autorun
bootmgr
bootmgr.efi
setup

With that USB stick installed on your lap top, when its booting try TAPING your F9 key ....not sure which F key you have to tap on your Dell, one of them should give you a screen with an option to boot to your USB drive. Could be F9, F10, F12 need to TAP one of them to find out which one brings up that choice.
You need to Tap not hold down one of those F keys .....I am not sure which one it is for a Dell. Maybe even F3
Do this BEFORE you see any other screen....
F2 is the BIOS and F12 is the boot sequence. I pressed the F12 and then pressed on USB and pressed ENTER. That is when it comes up and says "Missing Operating System". If I take the USB stick back out and reboot again then I get the black screen of death again with the cursor. It with my USB stick in and pressing the boot up of the USB drive that gives me the "Missing operating system"
