    Programs flashing and behaving weird.

Hello all, recently programs on my computer - both games and programs like the disc cleaner, flash weirdly and act strange. I really don't know how best to describe it but basically some parts of a programs window will flash, and the icon on my taskbar will disappear and then slide back into place as if the program were just opening. It does this very rapidly, and early when playing the Division beta my cursor would not lock to my screen when aiming and instead would go off onto my other monitor. I just did a re-install of windows ten using the option to save my personal files, but it's still doing it. Any ideas as to whats happening here?

If my description is confusing (And I know it is) I can provide a link to a gif for an example, this is really annoying and in a lot of cases crashes my programs or renders them unusable.

This person here was having the exact same issue as me; Windows 10 programs flickering and saying for split seconds rapidly. : computers

I realize now that the programs are not responding and then responding over and over again really fast, someone said it could be damage to my HDD so I'm running speccy now but.. Does anyone else have any ideas in case this doesnt work?

That would be appreciated if you provide one :)

So far I know shows Speccy only some S.M.A.R.T. attributes and temps, but that doesn't have to indicate a problem with the hard drive.
I would suggest to try a few other tests instead, 1 of them shows the exact same results and more.

    Diagnostics Test

     HDD TEST

Run SeaTools to check the integrity of your HDD. SeaTools for DOS and Windows - How to Use - Windows 7 Help Forums
    Run following tests
    1. Short Drive Self Test
    2. Short generic
    3. Long generic

If the short generic fails, no need for the long generic.
    Note   Note
Do not run SeaTools on an SSD as the results will be invalid.

    Run chkdsk
Disk Check - Windows 7 Help Forums

    Run HDTune to
    • scan for errors, no quick scan but full scan
    • check the health,
    • benchmark.

It may take some time, but please take the time you need to perform it properly.
Let me know what the results are
    • of the error scan,
    • make a screenshot of the health of every hard drive and post the screenshots,
    • post screenshots with the benchmark of the
      • transfer rate,
      • access time,
      • burst rate,
      • cpu usage.

Here is a gif of the disk cleaner flickering as I'm using it, it was more difficult to record the taskbar since I can't do that with gyazo so I had to take a video. The video demonstrates what the icon on my taskbar is doing during this flickering - which I now know is the program not responding very rapidly over and over again, the gif I provided above was very tame, it's usually much much worse than that and will flicker rapidly in milliseconds at a time. WARNING: The video is really loud! I didnt realize at the time that my fan was on, and for some reason in this it sounds like an industrial snow blower so, yeah just mute the video. YouTube

As for HD Tune's health thing, I couldnt figure out what to do with it so I just took a screenshot of the window :L https://gyazo.com/f5f5d5c3b537b6f56262e6bd4eb3803f

Everything seems to be okay with my HDD looking at these results but you probably know more than me, thanks for your help by the way

That is unfortunate with the health, is Speccy showing something of the S.M.A.R.T. attributes?
