    The GPEdit tweak is just for the 'User Search' UI:

    Actually, using the GPEdit tweaks and the User Search, as per:

    ... should work; just leave the Start Search alone.

    WinX Menu(right click Start)►Search►Hamburger menu on Cortana UI►Notebook►Settings►turn Cortana Off

    Remove Web Results from Cortana Search
    1. Open Advanced Windows Firewall panel -> Outbound
    2. Find Search, Block the conenction
