Depends which part of Start Menu you are referring to.
If you meant the Menu Tiles, what you see is what you get.
If you are referring to the list on the left side, you can scroll BUT only if you click the All apps option, then you will have a scroll bar on the right. Otherwise, what you see is what you get.

Right side you can't scroll with keyboard.....just like David posted.

In my laptop, what you see is what you get.
However, If you have a small screen , then I don't know.
My 15" laptop shows all the tiles and there is no scroll bar to go up and down.

I can scroll up and down both the left and the right hand side using arrow keys. For right hand side you need to drag things underneath what is shown on your screen to get the scroll bar to appear. Works with start full screen on and off...

That's strange.
I am using my 17" Acer.
I can not drag the icon beyond the bottom of the screen.
It pops right back on screen.
No scroll bar.

Wait !

I got it.
It's not dragging the icon past the bottom. That does not work for me.
I decreased the Start Menu width size by dragging the right border inwards.
That squeezes the icons downwards and thus a scroll bar appears on the right side.




But, I don't think that is the OP's problem.

i have many program and not apps on my start menu

even with with my wacom tablet i have problem to scroll
