Have you set the BIOS to boot from the CD/DVD as first priority, before the hard drive?

Yep. Even checked it after numerous attempts..it's still at #1.
Dell uses the F12 key to get to the Boot Menu, have you tried tapping that every second or so when you first boot the computer? It should bring up a menu where you can choose the optical drive to boot from.
F2 is where I'm seeing the boot options. I have to hit F8 and then I'll see on the bottom right the option of hitting F2 or F12. But I'll try the F12 while booting in a bit.
A correction..F2 is where I see the CD/DVD boot option. F12 says/lists the following:
Boot mode is set to UEF I: Secure boot: ON
UEF I Boot:
Windows Boot Manager (ST1000LM024 HN-M101MBB)
UEF I Onboard LAN IPv4
UEF I Onboard LAN IPv6
Other Options:
Diagnostis
Enter Setup
Peripheral Device setting (OPROM setting)
Change boot mode setting
When hitting F2...on the top there's Main Advance Security Boot Exit
Under "Boot" obviously is where I find the DVD option. I move the UEF I DVD1 PATH1 (HL-DT-ST DVD+/-RW GU90N) up to the top.
It looks like when I turn the computer off it resets to the info I gave you above under F12. But when I just did the boot change under F2 and it rebooted(but failed to load up the DVD) I hit F12 and checked- the CD/DVD is listed there, and is #1.
Still working on this. Got a flash drive but it doesn't boot from that either. Maybe there's something else I could put on the dvd or fd that would boot from it? This Windows 10 thing seems to be more for installing Windows 10 on another computer..although I do see a "boot" folder in there.
