Win10 start button doesn't work for first 5-10 minutes

Whenever I switch on my sons pc all looks fine other than for the first 5-10 minutes the start button doesn't work at all ?. Afterwards its fine !?.

While non responsive I can right click the task at and access that menu. Desktop shortcuts all working fine too. I have tried shutting down unnecessary programs that sit on the right of the task bar (Razer central, Origin etc) but it makes no difference. Task manager shows nothing odd when viewed by processor% either (nothing swamping the cpu at all).

Ideas ?

Mouse click, Win key or both?

It could also be some drivers aren't getting loading quickly, have seen mentioned that the order in which they load can make a difference but haven't delved into it yet.

Wireless mouse+keyboard? - Try a different USB port for the dongle. Front and back USB port(s).

Try wired mouse/keyboard, if available (test multiple USB ports).

Other USB connections at startup?

WHEN everything is working, after 5 mins or so... Open Task Manager > Startup and post a screen shot of that page please.
