The OP's question is about the native Windows 10 start menu. You are using a third-party replacement (Start10). No wonder your menu behaves differently.

It makes me wonder how well Win 10's menu copes with desktop programs installed for all users and a particular user... if you switch or log in as a different user...
I thought about this and the software installed for 'all users' would be available but likely specific software for that particular user would be the only available choices. This might be handy for young children.
