Hi Snowball, welcome to the Ten Forums.
Check these two tutorials, they might help you to restore the default font size:
- DPI Scaling Level for Displays - Change in Windows 10 - Windows 10 Forums (I suspect this tutorial addresses your issue)
- Title Bar Text Size - Change in Windows 10 - Windows 10 Forums (if the above tutorial did not help)

None of these are working for some reason, my dad tried figuring it out but It just doesn't want to work.

In first post OP names 3 different places----maybe desktop display setting is to high or low ,depending on you see it ,right click on the desktop and go to display setting and change it so things look smallerOn any website or on desktop or in library it comes up with big text either normally or when I right click here is some images
That image shows the font size of Menus. Go to the tutorial:
Title Bar Text Size - Change in Windows 10 - Windows 10 Forums
Instead of Title bars select Menus and change it to the font size you like
Check the others as well especially Message Boxes and Icons
Personally, I have them big but I have a Touch screen and fat fingers so big is better :)
Edit: Wow, you guys are quick
Open Settings and copy highlighted attachment, to obtain drop down menu for adjustments click on title bar arrow.
