Do MS ever test common features such as this?
Testing has not been their strong point lately.
I almost jumped with joy when I saw that they finally replaced their old miniscule environment variable editor with a large and significantly more advanced/convenient one. But the number of frustrating bugs in the new editor is just appaling.
This worked for me, too, after wasting time fiddling with icon spacing in the registry. I wanted the recycle bin in the bottom row, so moved it as low as I could (second row from bottom), the filled the space above it with icons, then moved an icon between recycle bin and the icon above it. Recycle bin promptly moved to the bottom!

I think it's just one of those random Windows 10 quirks, that affects people with some particular combination of hardware and software. In my case, it happened when I added a second 30 inch monitor; I suddenly couldn't put anything on the bottom row of the first display (until I learned the trick above), though the bottom row on the second display works fine.

i solved this issue by following this steps:
1) Right click on desktop and select Display settings.
2) Scroll down and select Advanced Display Settings.
3) Scroll down and select Advanced sizing of text and other items
4) Select "set a custom scaling level" (highlighted in blue).
5) In the scaling box enter 120% and click OK.
6) Click Apply and it will ask you to restart

The better way to solve this without messing around with scaling options (can possibly ruin you with the Windows 10 DPI issues) would be to right click on the desktop and make sure under View->Auto arrange icons and Align icons to grid is turned off. You will then be able to move them around freely on the screen without the changes mentioned above.
