Desktop Icons/Text Bugged, Control Panel not working.

So after my computer randomly restarting itself my desktop items have gone crazy. The text is miniscule, the alignment is insane and the (for lack of a better word) hitboxes are whacked out like so:

And then I go to access my Control Panel, no luck. Doesn't open.

I then go into Display Settings/Advanced Display Settings try clicking "Advanced sizing of text and other items", again nothing. Doesn't even change screens.

I then go to Windows Update and an update is "Downloading" but stuck at 0% permanently.

    I have tried restarting.

    I am lost please help!

*EDIT* I am using bootcamp on a MacBook Pro

I'd download a Windows 10 ISO and do a repair install. That should fix it - it takes half an hour or so and you'll keep all your documents and programs.

Would that delete all my programs and settings?

By default it will keep all programs and files - see step 13 in the tutorial. It will undo any registry changes you've made and reset default programs though.

I quite often do it as it is quite often quicker than trying to find the cause of problems.

Assuming you choose the setting to keep your programs and settings, it will keep everything.
Most probably you will find system restore off afterwards.
Of course if you have customised any Win 10 icons, those will be reset to default Win 10 icons.
If your language is not US English, you may find it's been reset to that, and you may have to download any language files again.
You should also check any changes to Privacy settings that you have customised.

However, assuming you are using build 10586, you will hopefully not experience the problems some have found using that build, and file associations will not be reset.
