I'll venture a guess but from my understanding you can't. The only way is to install Classic Shell or a similar tool.
You can create a folder called "Control Panel" and put it in
%appdata%\Microsoft\Windows\Start Menu\Programs (for one user) or
%ProgramData%\Microsoft\Windows\Start Menu\Programs (for all users).
Then go to control panel, right click on the things you want and select create shortcut. It will prompt you to create the shortcut on the desktop. Once you have created the shortcuts copy them into the folder you made.
That will show it under all apps.
